These are scans of the 2008 Oregon Attorney General's Public Records and Meetings Manual. This manual is copyrighted by the Oregon DOJ. I have posted it without their permission, despite their explicit warning to me that it not be redistributed. You can go here to buy a dead tree version from the DOJ for $25, or download mine free.

As James Madison said,

Given that this very quote is prominently posted on the cover of the same manual which AG John Kroger is trying to keep off the internet, I hold with those who favor farce.
